Property Standards & Appeals Board

The Property Standards Appeals Board (PSAB) ensures fairness and consistency in the enforcement of property maintenance standards within the city. The PSAB provides an avenue for property owners to appeal property maintenance violations issued by city inspectors.

Key Responsibilities:

  • Hear and Decide Appeals: The PSAB reviews appeals filed by property owners who disagree with property maintenance violations issued by the city.
  • Interpret and Apply Standards: The Board interprets and applies property maintenance codes and ordinances to ensure fair and equitable enforcement.
  • Recommend Changes: The PSAB may recommend changes to property maintenance codes or ordinances to improve clarity and effectiveness.

Board Composition:

The PSAB typically consists of five (5) regular members and one (1) alternative member appointed by the City Council. Members should possess a diverse range of backgrounds, including legal expertise, construction knowledge, and community engagement.

Recommended Qualifications:

  • Knowledge of property maintenance codes and regulations
  • Experience in construction, property management, or related fields
  • Strong analytical and decision-making skills
  • Ability to remain impartial and objective when reviewing appeals

Meetings and Terms:

The PSAB typically meets at least two (2) times a year and as needed, shall meet on the 1st Thursday of each month at 7:00 p.m. Meeting agendas are available online [Agenda and Minutes | Lancaster, TX - Official Website (lancaster-tx.com)]. The public is encouraged to attend.

  • Terms: Board members serve two-year terms, with the alternate member serving a one-year term.
