Lancaster Veterans Memorial Library Interlibrary Loan Policy
Materials from the collections of other public libraries, as well as academic and special libraries, may be borrowed through interlibrary loan. Patrons may request that the library attempt to locate books or copies of journal or periodical articles that are not available in the Lancaster Veterans Memorial Library (LVML).
Libraries do not lend rare or fragile items, audio-visual materials, items published within the past six months or items in high demand. Most libraries do not lend genealogy, microfilm or items designated as reference in their catalogs. Libraries are under no obligation to lend materials via interlibrary loan.
Patrons requesting interlibrary loan materials must have a current LVML library card, be at least 18 years of age, and have established a good borrowing history with LVML for at least 30 days before placing a request. There is a limit of five (5) open requests per patron at one time. An item may be borrowed one time within a three-month period.
A service charge of $1.00 is accessed to each item borrowed on an Interlibrary loan. The patron's account will be charged for the material upon arrival to the library whether the item(s) are picked up or not. Interlibrary loan materials cannot be renewed and those returned late will be assessed a fine of $1.00 per day per item. Patrons who do not return the material, or return damaged material, will be billed for the price determined by the lending library, plus a $5.00 processing fee.
Borrowers are required to sign the following statement:
I understand that as an interlibrary loan borrower, I am responsible for:
- A $1.00 service fee for each item borrowed once it has arrived at the library whether you pick it up or not
- Any charges assessed by the lending library, whether or not I choose to use the material
- Overdue fines of $1.00 per day as assessed by Lancaster Veterans Memorial Library and any additional charges, fines or fees imposed by the lending institution
- Replacement cost plus a processing fee of $5.00 if the materials are lost or damaged
Compliance with the Copyright Law of the United States (Title 17, United States Code) which governs the making of photocopies or other reproduction of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specified conditions is that the photocopy or other reproduction is not to be “used for any purpose other than private study, scholarship, or research.” If a user makes a request for, or later uses a photocopy or reproduction for purposes in excess of “fair use”, the user may be liable for copyright infringement. This institution reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would involve violation of copyright law.
