The Purchasing Division is committed to obtaining the most desirable goods and services to meet the City’s operational needs, at the lowest possible cost, delivered in a timely manner, and in compliance with all City policies and applicable State of Texas laws. Public purchasing has the responsibility to obtain the most value for the tax dollar in a fair, efficient and equitable manner. To achieve this goal, the Purchasing Division seeks to obtain as much competition by allowing all vendors the opportunity to sell their goods and services to the City. Our policy is intended to:
- Give all suppliers full, fair, prompt, and courteous consideration.
- Keep competition open and fair.
- Solicit supplier suggestions in the determination of clear and adequate specifications and standards.
- Cooperate with suppliers and consider possible difficulties they may encounter.
- Observe strict truthfulness and highest ethics in all transactions and correspondence.
The City of Lancaster maintains no preferential supplier or product lines. However, for certain products the City may establish a qualified product list. This ensures the product purchased meets or exceeds certain minimum standards, but does not limit or provide for preferential suppliers. The City of Lancaster works to increase opportunities for minority and disadvantaged small businesses in the bidding process by utilizing the State of Texas HUB databases and the North Central Texas Regional Certification Agency. |
