About the Deputy City Manager

Carey D. Neal, Jr. began with the City of Lancaster in July 2019 as the Assistant to the City Manager. Carey obtained his Bachelor of Science degree from the University of Texas at Arlington and his Master of Public Administration degree from American Public University. His passion for public service began with an internship with Texas State Representative Yvonne Davis, District 111. In addition, Carey has over seven years of Executive Human Resource Management experience with a well-known Fortune 500 organization. Carey was promoted to Assistant City Manager in January 2021 and again to Deputy City Manager in May 2023. 
 
Carey is a member of several professional organizations such as; the International City/County Management Association (ICMA), Emerging Local Government Leaders (ELGL), National Forum for Black Public Administrators (NFBPA), Texas City Management Association (TCMA), North Texas City Management Association (NTCMA), Urban Management Assistants of North Texas (UMANT) and serves as an Executive Board Member for the Texas Coalition of Affordable Power (TCAP), the Inland Port Transportation Management Association (IPTMA), the Inland Port Chamber of Commerce (IPAC), the North Central Texas Housing Finance Corporation (NCTHFC), and the Best Southwest Partnership (BSW).
